Probably. Chuck Reed is mayor of San Jose. San Jose is nearly broke and they have cut all possible services. But they rake in a ton of money. Where does it all go? Pensions. Call a cop in San Jose and you'll likely find he has retired. Reed proposes reform. We'll see. The patients run that asylum.
